I. Fully understand the significance of establishing and improving the system of prioritizing power generation and purchasing power
(1) The system of prioritizing power generation and purchasing power is an important measure to implement the spirit of the reform of the power system and improve the government's public welfare regulatory service function. Priority power generation is an effective way to realize the guaranteed acquisition of clean energy such as wind power and solar power generation, to ensure that clean energy such as nuclear power and large-scale hydropower is fully generated and operated according to the base load, and to promote the stable operation of regulated power sources such as peak regulation and frequency regulation. Priority electricity purchase is a necessary measure to provide security services for key electricity consumption such as residents, agriculture, important public utilities and public welfare services, and to ensure the safety and reliability of electricity consumption for people's livelihood. Priority power generation and power purchase make the market play a decisive role in the allocation of power resources, and at the same time, it is of great significance to better promote the combination of an effective market and a promising government, and ensure a clean, low-carbon, safe and efficient operation of the power system.

(3) To establish and improve the system of priority power generation and power purchase, we must adhere to safety and reliability, and take ensuring the safe and stable operation of the power system and reliable power supply as the basic premise to promote the improvement of the level of power safety and reliability; we must adhere to green development, implement the national energy strategy, and vigorously Promote clean energy consumption, promote the green development of the power industry and optimize the energy structure; insist on safeguarding and improving people's livelihood, ensure the supply of basic public services for electricity, and ensure electricity consumption for residents, agriculture, important public utilities and public welfare services; adhere to the market Only keep the necessary priority power generation and power purchase plans, and actively implement the priority power generation and power purchase plans through market-oriented methods; adhere to local conditions, fully consider the actual situation of local supply and demand situation, power structure, and user structure, Take differentiated measures.
2. Strictly define the scope of application, and scientifically formulate plans for priority power generation and power purchase
(4) In the preparation of the priority power generation plan, it is necessary to focus on the security of the power grid and the guarantee of people's livelihood, the guarantee of resource utilization, and the guarantee of policy incentives.
In terms of guaranteeing the utilization of clean energy resources, the wind and solar power generation included in the plan shall be fully arranged in accordance with the power generation corresponding to the resource conditions in areas where consumption is not restricted; The local actual arrangement plan, research and formulate reasonable solutions to ensure that the hours of priority power generation plan increase to a reasonable level year by year. For biomass energy (including direct combustion, coupling and other utilization methods) and other non-water renewable energy power generation included in the plan, the plan shall be arranged in full according to the power generation corresponding to the resource conditions. For hydropower other than the base load capacity, in areas with better consumption conditions, according to the water inflow situation of the year, taking into account conditions such as resources, historical average value and comprehensive utilization requirements, arrange plans; Based on the average power generation of the unit in the previous three years, the plan is arranged according to the proportion of the power generation space. For nuclear power beyond the baseload capacity, plans shall be arranged in accordance with the relevant regulations for ensuring the safe consumption of nuclear power. The comprehensive utilization of waste heat, excess pressure, excess gas, coalbed methane and other resources to generate electricity by generating units shall be arranged in full according to the power generation corresponding to the resource conditions.
In terms of power grid safety and people's livelihood guarantee, the power generation of various units is planned according to the minimum start-up mode of units determined by guaranteeing peak regulation, frequency regulation and voltage support of the power grid, and hydropower and nuclear power are planned according to the capacity of the base load. Cogeneration units with reasonable heating mode, online monitoring, environmental protection requirements, and nationally stipulated heat-to-electricity ratios will be arranged in accordance with the principle of "heat-based electricity" during the heating period.
In terms of resource utilization guarantee across provinces and regions, the existing large-scale hydropower and nuclear power within the national plan shall be arranged according to the actual level of the previous year or the average level for many years; the network-to-network power transmission shall be arranged according to the local government agreement; the national plan If the existing coal-fired power generating units in the area transmit (distribute) electricity by means of point-to-grid or similar point-to-grid dedicated line transmission, in principle, the plan shall be arranged in accordance with the principle of being equivalent to the same type of units in the receiving province, and appropriate adjustments shall be made as needed; historical Form a coal-fired power unit that distributes electricity uniformly, and arrange plans based on historical averages and with reference to changes in supply and demand.
In terms of policy incentives and guarantees, for units in poverty-stricken areas, renewable energy peak-shaving units, ultra-low emission coal-fired units, etc., plans are arranged in accordance with the incentive requirements specified in the relevant policies.
Units constructed in violation of laws and regulations shall not be assigned priority power generation plans.
(5) In the preparation of the priority power purchase plan, it is necessary to focus on ensuring the power consumption of agricultural electricity, residential electricity, and important public utilities and public welfare services. Schools, hospitals, public transportation, finance, communications, postal services, water supply, gas supply, etc. involve the basic needs of social life, or departments and units that provide public products and services use electricity. The electricity consumption of the priority users for production, provision of services and during work shall be fully included in the priority electricity purchase plan.
(6) In combination with the construction of the electricity market, encourage and allow priority generator sets and priority users to purchase electricity to explore and enter the market on a voluntary basis.
3. Effectively improve the policy system, and effectively implement the priority power generation and priority power purchase plan
(7) The priority power generation price is formed according to the combination of "guaranteed quantity and price" and "guaranteed quantity and limited price". The electricity of the priority power generation plan that implements "guaranteed quantity and price" shall be purchased by power grid enterprises according to the government's price, and the "guaranteed quantity and limited price" shall be implemented. The price of electricity in the priority power generation plan is formed through a market-based approach. The proportion of priority power generation plans in the part of government pricing should decrease year by year. When most of the same type of units achieve market-based pricing, the government pricing will be cancelled. The priority generator sets whose on-grid electricity price is determined through bidding and bidding shall be executed according to the price formed by bidding. For the priority power generation with market-based prices, the transaction price should be determined by actively participating in the local power market; for the part that fails to be traded, the average power purchase price formed by the market-based generation of the same type of units in the region shall be implemented.
The priority power generation price in terms of guarantee of resource utilization across provinces and regions is in accordance with the spirit of the "Notice of the National Development and Reform Commission on Issues Concerning the Improvement of the Formation Mechanism for Inter-provincial and Inter-regional Electricity Transaction Prices" (Fa Gai Price [2015] No. 962) On the basis of voluntariness and equality, and on the premise of implementing the national energy strategy, the two parties in the electricity receiving market shall negotiate or determine the price of electricity transmission and reception through the principle of "risk sharing and benefit sharing" or through market-oriented transactions, and encourage the signing of medium and long-term contracts. To be implemented; the part other than the electricity of the priority power generation plan participates in the market-based bidding in the power receiving area. If the two parties cannot reach an agreement after negotiation, the National Development and Reform Commission and the National Energy Administration may be advised to coordinate.
In the priority power purchase plan, power grid companies guarantee power supply to priority power purchasers according to government pricing.
(8) Establish a transfer mechanism for priority power generation plan indicators. The coal power priority power generation plan indicators in terms of policy incentive guarantees and cross-provincial and cross-regional resource utilization guarantees can be transferred to other generating units through power generation rights transactions. The priority power generation plan indicators are preferentially transferred to clean energy generating units and high-efficiency and low-emission thermal power units, and the transaction of indicators can be carried out locally or across provinces and regions.
The priority power generation plan in terms of guaranteeing the utilization of clean energy resources, if it is not possible to complete the plan due to the influence of system security, resource factors and the failure of the unit itself, it will be deemed that the priority power generation plan index will be transferred to the lower priority in the system. For other units, the corresponding unit shall bear the compensation fee according to the size of the impact.
(9) Reasonably formulate an orderly electricity consumption plan and adjust it on an annual basis. In the event of a power gap or major emergencies, power supply shall be guaranteed to priority users who purchase electricity, and other users shall undertake the orderly electricity consumption obligation according to the orderly electricity consumption plan.
4. Refine the work program, standardize the management of priority power generation and priority power purchase plans
(10) The competent government departments of all provinces (autonomous regions and municipalities) shall, in conjunction with relevant departments and power enterprises, formulate the priority for the next year in the region according to the relevant requirements of the state on the guarantee of priority power generation and priority purchase, and in light of the actual power production and consumption in the region. The plans for power generation and preferential power purchase shall be reported to the National Development and Reform Commission before the end of October each year. State Grid Corporation of China and China Southern Power Grid Corporation, entrusted by the National Development and Reform Commission, are required to solicit opinions from all parties involved in cross-provincial and cross-regional power transmission and reception, and put forward a plan for cross-provincial and cross-regional priority power generation in their operating areas for the next year, which shall be reported to the state before the end of October each year. (11) The National Development and Reform Commission organizes to solicit opinions from all parties on the priority power generation and priority power purchase plans, coordinate the cross-province and cross-regional priority power generation plans that cannot be reached by the power transmitting and receiving parties according to the needs of the work, and will improve the The priority power generation and priority power purchase plans are included in the annual development plans for basic industries, emerging industries and some key areas, and issued to the provincial (autonomous regions, municipalities) government departments and related power companies.
(12) The preferential power generation and preferential power purchase plans can be adjusted according to the actual situation during the implementation process. The adjustment process is consistent with the compilation, and the program can be appropriately simplified to shorten the time and improve the efficiency.
V. Clarify safeguard measures and strengthen interim and ex post supervision
(13) The National Development and Reform Commission strengthens the supervision of the implementation of the national priority power generation and priority power purchase plans, and guides the competent government departments of all provinces (autonomous regions and municipalities) to prepare and organize the implementation of the priority power generation and priority power purchase plans in their respective regions. (14) The competent government departments of all provinces (autonomous regions and municipalities) shall implement the provincial priority power generation plan and the inter-provincial and inter-regional priority power generation plan to power plants, establish a directory of priority users for power purchase, and make dynamic adjustments according to security needs.
(15) Power grid enterprises shall implement priority power generation and priority power purchase plans through the power dispatching agency; Electricity users sign contracts for priority purchase and supply of electricity. The nature of the contracts can be contracts for difference or physical contracts, and actively promote the market-oriented partial transactions of priority power generation plans and the transfer of priority power generation contracts. Electric power trading institutions shall do a good job in the organization and service work related to the market-oriented part of the priority power generation plan and the transaction of priority power generation indicators, and the market-oriented contracts related to the priority power generation plan shall be settled prior to other market-oriented contracts.
(16) The arrangement and adjustment of priority generator sets, priority power purchase users, priority power generation, and priority power purchase plans should be announced to the public through relevant government department portal websites, power trading agency websites, and “Credit China” websites, and accept all Social supervision.
